This merger treats every selected PDF as a whole unit. You can change the sequence of input files before combining them, but pages remain in the order contained within their original file. It does not provide a way to move a page from one position to another.
Plan around whole files
This tool joins whole files rather than assembling a custom page sequence. If you need to extract a page, omit a cover sheet, or rearrange pages inside one PDF, prepare those PDFs first with a page-editing tool. Password-protected or damaged PDF inputs can also prevent a successful merge.
Your selected PDFs are combined locally in your browser; they are not sent to a server for this merge. Take care on shared devices, and remove local copies yourself if they should not remain available to the next user.

Can I choose the order of the merged document?
Yes. Arrange the input files in the desired sequence before combining them. The resulting PDF follows that file order, including every page in each file. This is useful for placing a cover document first, but it cannot rearrange individual pages that belong to the same input PDF.
What should I do if one PDF will not merge?
An encrypted or corrupt input can fail during merging. First confirm that the PDF opens normally and, if it is password-protected, use an appropriate accessible version that does not require encryption for processing. If the issue persists, create a fresh PDF copy or ask its source for an undamaged file.
